The Customer
The Honolulu Board of Water Supply (HBWS) is a semi-autonomous agency of the City & County of Honolulu, and the primary purveyor of water to residential and commercial users on the island of Oahu. The HBWS is one of the largest water utilities in the United States, supplying over 150 million gallons of water each day to almost 900,000 people.
In addition to ensuring that it supplies a sufficient capacity to meet Oahu's water needs, and maintaining the high quality of Oahu's portable water supply, the HBWS also considers the long-term viability, protection and sustainability of the island's water resources.
With a total labor force of 715 employees, the department services approximately 155,000 customers, or about 800,000 people. A seven-member board of directors, six of whom are appointed by the Mayor and approved by the Honolulu City Council, sets the department's policies. Five of those board members are from among the general public; a sixth is the director of the City's department of public works. The seventh is the state transportation director.
The board members also review and approve the department's annual budget and bond issues, and establish broad regulations for the operation of the municipal water supply. Appointment of the manager and chief engineer is also the responsibility of the board.
The HBWS is responsible for providing a safe and reliable water distribution system for Oahu residents at the most affordable cost possible.
The Challenge
Prior to scheduling its J.D. Edwards OneWorld implementation, the HBWS sought an Enterprise Resource Planning system that would produce sufficient records to meet City of Honolulu documentation requirements. As dictated by the City, the HBWS must account for every expenditure in a budget that the City of Honolulu Council must approve each fiscal year.
Accountability extends to the HBWS toilet rebate and water recycling programs. The HBWS enlisted the help of outside consultants to implement J.D. Edwards Financial and Distribution modules, with the exception of Order to Cash (OTC) modules. The HBWS also considered implementing J.D. Edwards Planning modules.
The Solution
Intelligo consultants attended and documented processes, opinions of team members, issues and actions, and other important points of record in a series of solution strategy workshops. Consultant's used Intelligo's customized Microsoft Word templates to produce consistent and timely workshop documentation to use during the implementation process, and to serve as official documentation. Intelligo also proposed crafting end-user documentation and training materials. However, budget constraints prevented the HBWS from using Intelligo for this phase of the project.
Intelligo's Value-Add
Intelligo consultants attended and documented all solution strategy workshops to produce the official documentation of record. In addition to summarizing every workshop, they captured every process discussed in these meetings, using a custom Microsoft Visio template that matched a performer to every task.

Consultants summarized each workshop with concise, and organized documentation. The workshop documentation provided a solid reference for the implementation team and HBWS employees.
